Call this before you ask a questionnaire, then stay on the same consumer subset through review, quotes, selection, declarations upload, and checkout. If Coverage Cat says it reused a recent in-progress umbrella draft for the same email address, tell the shopper the reviewed values may come from that earlier unfinished Coverage Cat application. Do not call those reused values historical_mode unless the matching field_estimates row actually says source historical_mode.
