create_formAction
Create a new form from an HTML document under the signed-in account. Pass the source content as clean HTML: convert whatever the user provides (a PDF, an image, a pasted document, or a plain-language description of the fields they want) into HTML first, using headings, paragraphs, lists and tables to reflect the document structure. The form is generated from that HTML, and this tab opens the new form in the editor when it is ready (about a minute).
